This is a permafrost zone above 4000 meters. The locals are used to these types of houses, which don't use cement or steel reinforcement, and the bricks even contain cow dung. The government has built roads, hospitals, schools, and more in the area.
Moreover, the locals are actually very wealthy; a single cow can cost tens of thousands, and many families own hundreds of cows. Even the stones they wear may be worth hundreds of thousands. This doesn't include the aid provided by the government to the area.

@JWscandi Did China's government then at least warn the people of this region that they live in a region with a history of dangerous earthquakes and that their homes and public buildings could collapse on top of them? It's no different than building in a flood plain. Perhaps you might advise readers of progress made by the Chinese government in upgrading buildings elsewhere in the country which are in regions prone to quakes. I assume, since China's government is apparently amazing, it has done some great work on that. Japan's governments have been working on that for a century. There is no way to avoid all dangers, but clearly in this case nothing had been done at all, not even warnings in the past that the region could have quakes.

@RebeccaTurner-ny1xx Since you mentioned Japan, their government also made policies to strenghthen the construction materials of their buildings and road system. Well, it is a region that is difficult to access. Plus, the locals have their own architecture style, it's difficult for the Chinese government to remove what was already built and holds significant values to the locals there. They are aware that the region is bound to have earthquakes but not so severe, if you go to that area, you'll notice that many houses are just 1 to 2 storeys high. The terrain itself is already difficult to change, with limited access to modern and advanced construction vehicles, there are bound to be earthquake prone buildings.
