Ideally a country that currently uses coal and doesn't have the infrastructure to handle nuclear radioactive material so they can be given Aneutronic material that's relatively easy and safe to handle and we can bridge the gab between developing nations and developed in terms of carbon emissions.

So only one side of the moon faces the earth. Line of sight communication is a problem solved with simple communications satellites that you can put in lunar orbit. I have a lot of stupid arguments on Reddit but one that stands out is someone trying to argue with me that it’s not called the dark side of the moon. Since it’s not really dark that’s not what people call it. That it’s called that because of Pink Floyd’s album. And I’d try to explain that it means “dark” in terms of human observation and he just wasn’t having it. He was saying I was wrong, and that it’s a misnomer because people think it’s literally dark, and thus, no one actually calls it that.

Just read an article about it, apparently they believe there's an abundance of Helium-3 due to that part of the moon being exposed to solar winds at a higher degree.
Helium-3 can be used to power fusion reactors and just a couple of trips a year would be able to supply most of earth with "clean" power if it was used effectively. So yes, it seems like a fairly big deal if we were to make use of it.
This seems like something that government officials should be aware of/care about.
